Defense and Foreign Policy: Strength with a Clear Purpose

Aug 13, 2026

An opening proposal for public discussion

The United States needs the strength to defend itself and its allies. It also owes the public a clear explanation of the purpose, cost, authority, and intended result of every major commitment.

Before significant military action, leaders should publish a written mission, estimated cost, legal authority, success criteria, and exit strategy. Emergencies may require immediate action, but Congress should vote publicly on continued involvement after a limited period. That vote should tell citizens who supports the mission and why.

Defense programs should be audited, and understandable findings should be published without exposing legitimate operational secrets. Treaty allies should be protected while meeting clearly defined responsibilities. The nation should distinguish defending vital interests from attempting to manage every conflict in the world.

Military and humanitarian assistance should be tracked from appropriation to final recipient. Sanctions should have specific objectives, humanitarian safeguards, and scheduled reviews. Tariffs should be targeted, temporary, and connected to a public national objective rather than operating indefinitely as hidden taxes on consumers and businesses.

After major conflicts, an independent review should compare promises, costs, casualties, and actual outcomes. Some information must remain confidential for security reasons, but secrecy should never become a blanket excuse for hiding waste, policy failure, or misleading the public.

Strength and transparency are not opposites. Public trust grows when leaders explain the mission, accept accountability, and measure results.

Questions for the Conversation

What information should be public before military action begins?

When should Congress be required to vote on continuing a conflict?

How should foreign aid, sanctions, and tariffs be measured for effectiveness?
