A Tax System People Can Understand

Aug 13, 2026

An opening proposal for public discussion

Taxes fund the services and institutions we share, but the tax system has become so complicated that many citizens cannot tell who truly pays, who receives special treatment, or where the money goes.

The starting proposal is a simpler progressive system in which people with greater income contribute a larger percentage, while people with similar income receive similar treatment. Deductions and special provisions should be limited unless they serve a clear public purpose that can be explained and measured.

Income earned through work and income earned through investments should be treated more consistently at very high income levels. At the same time, legitimate small-business expenses, equipment purchases, and investments that create jobs should remain deductible. Qualifying small businesses should have access to a simplified filing system that reduces administrative costs without eliminating accountability.

Every taxpayer should receive an annual receipt showing how federal tax dollars were approximately allocated. Every proposed tax increase, tax cut, credit, or deduction should publicly identify its cost, expected beneficiaries, economic assumptions, and effect on debt over the following decade.

The central principle is straightforward: similar income should receive similar tax treatment, and every exception should be publicly justified. A tax system cannot unite people when it is too complicated for them to understand or appears to favor those with the best advisers.

Questions for the Conversation

Which deductions serve a clear public purpose, and which mainly reward influence?

Should high-level investment income and employment income be taxed more similarly?

What information should appear on an annual taxpayer receipt?
