Councilmember Bell grew up in University Park before attending Baylor University and Baylor law school. Since returning to University Park in 2014, he has continuously served the City including 10 years on the Public Safety Committee, service on the Centennial Master Planning Committee, and the Centennial Celebration Planning Committee. He was previously selected as Citizen of the Year in 2024 for his contributions to the City of University Park.

Alex and his wife Kimberly have three children and attend University Park United Methodist Church.
