Rick Horne is a family man, successful program manager and businessman, and a longtime resident and servant leader in the City of Plano since 2002.
Community Involvement
For decades, Rick has actively volunteered in civic and City organizations, including the Planning & Zoning Commission, Parks and Recreation Planning Board, Plano Balloon Festival Board of Directors, Plano 2020 Census Outreach Committee, and Plano Rotary Club.
Planning & Zoning Commission
While serving on the Planning & Zoning Commission for three years, one of which was as 1st Vice Chair, Rick worked on both the Envision Oak Point and 2021 Comprehensive Plans, ensured developers stayed within current zoning requirements, and worked with City staff to standardize the Thoroughfare Standards. He also approved plans for the Fire-Rescue Training Facility, Urban Mixed-Use Beacon Square, Collin Creek Mall revitalization, Neighborhood Business Design district, and Residential Community Design district.
Parks and Recreation Planning Board
Rick served on the Parks and Recreation Planning Board for six years and spent three years as Chairman. While on the board, he approved plans and development for the Jack Carter Pool, Jack Carter Fully Accessible Playground, and McCall Plaza in Downtown Plano. Other projects included improvements of Carpenter Park Recreation Center and Sports Fields, the expansion of Veterans Memorial Park, Windhaven Meadows Park, and Oak Point Park and Nature Preserve.
Plano Balloon Festival Board of Directors
During his 10 years on the Plano Balloon Festival Board of Directors and four years as Chairman, Rick supported over 350 nonprofits and generated approximately $1.5 million to area nonprofits.
Plano Rotary Club
Rick is a 12-year member and past president of the Plano Rotary Club. As president, he started Sam’s Gift, a yearly food drive honoring late Texas Representative Sam Johnson, which helps provide children using the free meal plan in school with meals during summer break.
Education and Experience
Rick’s 40-year career in business began after graduating from the University of Texas at Dallas with a bachelor’s in Chemistry. He worked as an environmental chemist, then joined a small business as regional manager. Rick and his team grew that small business into a large business with $300 million in annual revenue. In the late 2000s, Rick was assigned as the in-country manager for Japan, completing projects in Tokyo, Misawa and Okinawa.
In 2010, the business was acquired by a company that became the nation’s 10th largest domestic construction company. As Business Development Manager, Rick led major design build projects, including a Customs and Border Patrol Checkpoint and Administration Building (Comstock, Texas), a Logistics Warehouse (Joint Base Lewis McCord, Washington), an Air Traffic Control Tower (Vance Air Force Base, Oklahoma), and other government projects taking him around the world.
Rick retired in December 2020 and turned his attention to serving the community full time.
Personal Life
Rick has been happily married since 1988 to Karen Horne, a teacher at Hendrick Middle School in Plano. They are proud parents of two adult sons, Dylan and Zack, who are both PISD graduates. Rick is active at Christ Church Anglican Church, serving as usher captain and team leader of Christ Church Men’s Extreme Encounter. He is also a proud graduate of Leadership Plano Class 28, “”the BEST class ever!”
