Bio

Rachel McGowan – Vice President, single-member district 5; elected in May 2022. Ms. McGowan is a corporate sales representative. She and her husband, Lukwon McClellan, have a daughter in preschool. McGowan, who graduated from Lake Highlands High School, has a son that will be a member of the class of 2026 at Lake Highlands High School and a daughter in college, who also graduated from LHHS.
