Dr. John Hubbard was elected Mayor of Fairview, Texas, in May 2025, after serving on the Town Council since 2020 and as Mayor Pro Tem beginning in 2023. A longtime resident of Collin County and Fairview since 2012, Dr. Hubbard is committed to preserving Fairview’s unique charm while ensuring responsible growth, fiscal stewardship, and open, transparent governance.

Dr. Hubbard has more than 25 years of experience in local government, including roles as Assistant to the City Manager in Plano, Assistant Town Administrator in Fairview, and City Administrator in Lucas. He is also a university professor and consultant, specializing in economic development, strategic planning, and human capital development.

Dr. Hubbard earned his Ph.D. in Human Capital Development from The University of Southern Mississippi and was named the university’s Distinguished Human Capital Development Alumni in 2020. He holds certifications as a Certified Economic Developer (CEcD), Economic Development Finance Professional (EDFP), and Professional Community and Economic Developer (PCED).

In addition to his public service, Dr. Hubbard is actively engaged in the community. He serves on several regional and statewide boards, including serving on the Texas Economic Development Council and the Methodist Charlton Medical Center Advisory Board. He is also president of VM Music Company, the parent organization of the internationally recognized Vocal Majority men’s chorus, of which he has been a member for over two decades.

Dr. Hubbard is married to Marian and they have three adult children and five grandchildren.
